Establishes the Building Better Futures Program to provide education and job training for students with intellectual disabilities in inclusive, age-appropriate environments at accredited Arkansas colleges and universities.

Eligible students must be U.S. citizens or lawful permanent residents, Arkansas residents (or nonresidents if openings remain), have documented intellectual disability, be able to participate in inclusive settings, and pose no danger to themselves or others.

Approved institutions must have selective admission processes, seek U.S. Department of Education approval as comprehensive transition and postsecondary programs within three years, and award certificates upon completion.

Program hours are exempt from state minimum core curriculum requirements and program review by the Arkansas Higher Education Coordinating Board, and cannot be transferred toward associate or baccalaureate degrees.

Department of Higher Education must provide statewide information to secondary schools about postsecondary education options for students with intellectual disabilities; program funding may come from various sources including tuition and support services.
