Adds Arkansas Code 19-11-267 to allow bidders and offerors to satisfy state contract experience requirements using either the bidder's own experience or the combined experience of their key personnel.

Permits bidders or offerors to use the combined experience of owners or senior executive staff to meet experience requirements for state procurement opportunities.

Requires the Office of State Procurement or procurement agencies to make written determinations before issuing bids if they believe key personnel's combined experience would be insufficient, including specific descriptions of products/services and detailed reasons for the determination.

Establishes legislative findings that new businesses with highly qualified personnel are often excluded from competing for state contracts and states it is in the state's best interest to encourage entrepreneurship and level the playing field for new businesses.
