Amends Arkansas Code § 23-115-207(a)(2) to allow debit cards as an acceptable form of payment for lottery tickets alongside cash.

Defines "debit card" as a card used to obtain goods or services by electronic transaction that debits the cardholder's account rather than extending credit.

Maintains prohibition on payment by checks, credit cards, charge cards, or any form of deferred payment for lottery tickets.

Makes debit card acceptance optional for retailers, who may choose whether to accept them as payment.

Retailers accepting debit cards must bear all associated costs, fees, and chargebacks, and are prohibited from charging customers a fee for using debit cards.
