Creates the Arkansas Propane Council composed of 7 members appointed by the Governor representing propane retail dealers, wholesale dealers/importers, equipment suppliers, and the general propane industry, with members serving 3-year terms after initial staggered terms.

Establishes a referendum election within 90 days where propane permit holders vote on imposing an assessment of 0.4 cents per gallon on odorized propane sold in Arkansas.

Assessment applies to propane owners or sellers at time of odorization, import, or manufacture, with reporting and remittance required by the 20th of the following month to the Director of Finance and Administration.

Creates the Arkansas Propane Council Fund as a special revenue fund to receive collected assessments after deductions of 1% for Constitutional Officers Fund and 2.2% for State Central Services Fund.

Exempts propane transported across Arkansas without being stored or consumed, prohibits pass-through of assessment costs to consumers, and applies Arkansas Tax Procedure Act to enforcement and collection.
