Reappropriates $300,000 from the General Improvement Fund effective July 1, 2015, for Department of Higher Education office relocation expenses including maintenance, renovation, equipment, and construction.

Reappropriates $15,000,000 from the General Improvement Fund effective July 1, 2015, for maintenance, renovation, equipment, construction, acquisition, improvement, upgrade, and repair of real property and facilities at higher education institutions.

Reappropriates $122,628 from the Higher Education Projects Development Fund effective July 1, 2015, for project development at state higher education institutions and Arkansas College Savings General Obligation Bonds Program expenses.

Reappropriates $3,050,209 from the Higher Education Projects Development Fund effective July 1, 2015, for project development at state higher education institutions and Arkansas College Savings General Obligation Bonds Program expenses.

Requires all disbursements to comply with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations unless otherwise specified by law.
