Reappropriates balances of capital improvement appropriations for the Arkansas Commission on Law Enforcement Standards and Training (ALETA) effective July 1, 2015, totaling $3,065,000 across eight separate projects from Act 39 of 2014.

Allocates funds for specific ALETA projects including $500,000 for general maintenance and repairs, $525,000 for East Camden North Dormitory renovation, $1,600,000 for Firing Range construction, and $85,000 for heat and air unit replacement.

Authorizes ALETA to supplement state treasury funds with grants, donations, federal funds, and unobligated cash income for project financing while prohibiting use of maintenance and general operations appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and applicable fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2015, as required by the Arkansas Constitution which prohibits appropriations for more than one-year periods.
