Reappropriates $1,080,448 in remaining General Improvement Fund balance from Act 40 of 2014 for maintenance, renovation, construction, and repair of Department of Community Correction facilities, effective July 1, 2015.

Reappropriates $500,000 in remaining balance from Act 40 of 2014 for training and implementation of Evidence-Based Practices, Administrative Probation Sanctions, and the Victim Restitution Study, effective July 1, 2015.

Prohibits awarding contracts or incurring obligations beyond available State Treasury funds, but permits departments to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2015, citing constitutional limits on appropriations to one-year periods and the essential need for immediate agency operations.
