Appropriates $8,000,000 in supplemental operating expenses to the Arkansas Department of Health for fiscal year 2014-2015, in addition to funds provided by Act 283 of 2014.

All funds allocated for operational expenses under maintenance and general operations category, with zero allocation for conferences and travel, professional fees, capital outlay, and data processing.

Disbursement of funds must comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws.

Declares an emergency due to unforeseen circumstances making previously appropriated funds insufficient for the Department of Health to continue providing essential governmental services.

Bill becomes effective immediately upon passage and approval, or upon expiration of the gubernatorial veto period if not signed, or upon veto override if vetoed.
