Adds Subchapter 19 to Arkansas Code Title 12, Chapter 12, establishing requirements for commercial mobile radio service providers to share location information during emergencies

Requires wireless carriers to provide location information to law enforcement agencies upon request when responding to emergency services calls or situations involving risk of death or serious physical harm

Prohibits commercial mobile radio service providers from facing civil or criminal liability for developing, providing, or failing to timely process location information requests under this subchapter

Mandates that commercial mobile radio service providers authorized to do business in Arkansas submit contact information for emergency location requests to the Arkansas Crime Information Center and update it immediately when changes occur

Requires the Arkansas Crime Information Center to distribute carrier contact information to all public safety agencies in the state at least quarterly or immediately when changes occur
