Appropriates $10,000,000 to the Department of Education for grants and aid for the Arkansas School Recognition Program for fiscal year 2015-2016, payable from the General Improvement Fund.

Prohibits contracts or obligations from exceeding State Treasury funds actually available, though institutions may supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations from the Department of Finance and Administration in disbursement of funds.

Directs that funds be disbursed in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations.

Declares an emergency effective July 1, 2015, citing constitutional prohibition on appropriations exceeding one year and necessity for immediate agency operations.
