Appropriates $2,000,000 from the General Improvement Fund to the Arkansas Commission on Law Enforcement Standards and Training for maintenance, renovation, construction, and repair of real property and facilities department-wide.

Appropriates an additional $25,000 for the purchase of physical fitness equipment.

Allows the commission to supplement state funds with grants, donations (including Federal funds), and unobligated cash income to finance projects, but prohibits use of Maintenance and General Operations funds for these purposes.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursing appropriated funds.

Declares an emergency effective July 1, 2015, citing the constitutional one-year appropriation limit and the necessity of these funds for agency operations.
