Appropriates $8,000,000 from the General Improvement Fund to the Department of Health for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Permits institutions and agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in fund disbursement.

Establishes that funds disbursed must comply with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative council minutes.

Declares the Act effective July 1, 2015 as an emergency measure necessary for continued operation of the Department of Health and provision of essential governmental programs.
