Appropriates $25,022,739 from federal funds for Camp Robinson Readiness Center ($5,557,817), Professional Education Center Dining Facility ($2,850,089), ADA compliance projects ($750,000), Searcy Field Maintenance Shop ($7,407,510), Fort Chaffee Live Fire/Entry Control Point ($5,187,100), and Fort Chaffee Sewer System ($3,220,223)

Restricts contract awards and obligations to available State Treasury funds, but permits agencies to supplement with grants, donations, and federal funds

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations

Declares emergency effective July 1, 2015, to ensure uninterrupted operation of the State Military Department
