Scrap metal payment must be delayed for 3 days after the seller relinquishes physical control of the metal to the recycler.

Payments must be made by check or money order mailed to the seller's business or home address, with the seller's name as payee.

Law enforcement officers, bankruptcy trustees, executors, administrators, and receivers are exempt from the 3-day delay when purchasing or selling metal property.

Licensed contractors, plumbers, electricians, auto body shop operators, and HVAC technicians are exempt when they acquire scrap metal in the ordinary course of business.

Manufacturing, industrial, and commercial vendors that generate or sell metal property in their ordinary business are exempt, as are persons receiving $25.00 or less per day from scrap metal transactions.
