Amends Arkansas Code § 21-4-216(a)(2) to clarify the definition of "educational activity" as any school-sponsored activity involving a child.

Expands the list of qualifying educational activities to include 13 specific examples, such as parent-teacher conferences, school tutoring, volunteer programs, field trips, awards presentations, athletic/music/theater programs, and classroom parties.

Adds prekindergarten program activities to the definition, allowing leave for any of the listed educational activities connected with a prekindergarten program.

Amends Arkansas Code § 21-4-216(b)(1) to entitle all state employees to 8 hours of leave per calendar year for engaging in and traveling to or from educational activities of a child.
