Repeals Arkansas Code § 6-64-102 establishing the "H. Clyde Buchanan Chair of Real Estate" at University of Arkansas at Little Rock and the "Ray Worthington Chair of Real Estate" at University of Arkansas at Fayetteville.

Repeals Arkansas Code § 6-64-111 authorizing housing allowances of up to $400 per month for chancellors of two-year branch campuses of the University of Arkansas System.

Amends Board of Trustees membership provisions to reference congressional districts "in existence on January 1, 1997, as established following the most recent federal census" and changes title of presiding officer from "presiding officer" to "chairperson."

Repeals multiple statutory sections establishing specific officer positions and duties including financial officer (§§ 6-64-211 through 6-64-213), superintendent positions (§ 6-64-208(b)), student and teacher record-keeping requirements (§ 6-64-215), and agricultural department reporting requirements (§ 6-64-217).

Repeals Arkansas Code § 6-64-1004 regarding the Athletics Instruction Fund for football coach salaries and repeals the Board of Visitors for Arkansas School for Mathematics, Sciences, and the Arts from Arkansas Code § 25-17-201(7).
