Allows county quorum courts to adopt ordinances authorizing collection of volunteer fire department dues by a designated county official when requested by one or more volunteer fire departments.

Requires quorum courts to call for a special election (to be held by August 1) on volunteer fire department dues when a properly signed request is filed, unless a majority petition from registered voters allows the court to dispense with the election.

Provides that approved volunteer fire department dues shall be listed annually on real property tax statements and collected by the county collector at the same time and in the same manner as real property taxes, with delinquencies reported to the volunteer fire department for collection.

Requires volunteer fire departments using county collectors to file annual reports by December 15 with the county clerk containing board member information, chief contact information, payee details, and the amount of annual dues charged, with the county clerk charging no fees for filing.

Declares an emergency to ensure volunteer fire departments can remain viable and continue serving the state, with the act becoming effective upon gubernatorial approval, expiration of the veto period, or veto override.
