Renames the task force from "Arkansas Task Force for the Prevention Through Education of Child Sexual Abuse" to "Arkansas Legislative Task Force for the Prevention Through Education of Child Sexual Abuse Prevention"

Extends the task force expiration date from May 1, 2015 to May 1, 2017

Adds two new members to the task force: the President of the Centers for Youth and Families and the Director of the Division of Child Care and Early Childhood Education of the Department of Human Services

Expands the task force scope to study any issue related to child abuse deemed relevant by the task force

Requires the Department of Education to review and implement task force recommendations to the best of the department's ability

Mandates annual reporting by the task force chair to the Governor, Speaker of the House, President Pro Tempore of the Senate, and State Board of Education beginning October 1, 2014

Declares an emergency effective upon Governor approval or expiration of veto period
