Reduces annual training requirement for school district superintendents, education service cooperative executive directors, open-enrollment public charter school directors, and budget/accounting personnel from four (4) hours to a minimum of two (2) hours per year under Arkansas Code § 6-20-2204(a)(2)

Reduces annual training requirement for employees responsible for selecting accounting codes from four (4) hours to a minimum of two (2) hours per year under Arkansas Code § 6-20-2204(b)(3)

Allows the Department of Education to require additional annual training beyond the minimum two hours for personnel with repetitive or flagrant audit findings or multiple indicators of fiscal distress

Declares an emergency to ensure school district personnel receive proper financial accounting training before the next school year

Becomes effective upon Governor approval, expiration of veto period, or veto override
