Amends Arkansas Code § 27-51-1602 to clarify definitions of "handheld wireless telephone or device" and "hands-free wireless telephone or device," excluding hands-free devices, citizens band radios, and GPS navigation systems from handheld device restrictions.

Repeals the definitions of "wireless interactive communication" and "wireless telephone" to simplify existing law.

Prohibits drivers at least 18 but under 21 years of age from using handheld wireless telephones while driving, though hands-free devices are permitted; drivers under 18 are prohibited from using any wireless device except for emergencies.

Establishes that all drivers cannot operate motor vehicles on public streets or roadways while using handheld wireless devices, with exceptions for emergencies and when safely pulled over with the vehicle at a complete stop; law enforcement, firefighters, and emergency personnel are exempt.

Sets penalty structure with first offense as a warning citation with no court appearance required, second offense within two years as a $150 fine, and third or subsequent offense within two years as a $200 fine plus driver's license suspension of up to one year.
