Amends Arkansas Code § 3-4-206 to define "school" as a schoolhouse and any structure where children gather regularly for educational purposes, including public or private school facilities, daycare facilities, citizen's clubs, and similar entities

Prohibits new retail liquor permits within 1,000 feet of any church or school (amended from previous 200-yard restriction)

Prohibits transfer of existing retail liquor permits to locations within 1,000 feet of any church or school

Allows exception for existing liquor stores already within 1,000 feet of a church or school to relocate within 1,000 feet of the closest church or school to their present location if determined by the Alcoholic Beverage Control Division to serve public convenience and advantage
