Amends Arkansas Code § 6-17-204(c)(1) to allow personnel policy changes necessary for state or federal compliance to be adopted by June 30 each year or within 90 days of the effective date of new regulations or laws, and incorporated into licensed personnel contracts on July 1 or upon adoption date if after June 30.

Amends Arkansas Code § 6-17-2304 to establish that classified employee personnel policies are incorporated as contract terms and binding on employees and school districts.

Requires that changes to classified personnel policies generally take effect in the next fiscal year, unless approved by majority secret ballot vote of classified employees through the classified personnel policy committee.

Creates an exception allowing compliance-related changes to classified personnel policies to take effect immediately without employee vote approval if adopted by the school board by June 30 or within 90 days of new state or federal regulatory requirements.
