County judges may schedule the biennial organizational meeting of quorum courts in January on a date other than the first regular meeting date after justices take office.

At the first regular meeting, quorum courts must establish the date, time, and location of all subsequent meetings, and the organizational ordinance adopted at that meeting becomes effective upon adoption.

County judges may change the date, place, or time of regular quorum court meetings upon 24-hour notice if an emergency exists and public safety is at risk.

Quorum courts must determine their rules of procedure at the first regular meeting, either by Robert's Rules of Order or other means, and may enforce member attendance through ordinance-prescribed penalties.
