Redefines "commercial motor vehicle" to comply with federal regulations by establishing three vehicle groups: Combination Vehicle (Group A) with 26,001+ lbs gross combination weight, Heavy Straight Vehicle (Group B) with 26,001+ lbs gross vehicle weight, and Small Vehicle (Group C) including vehicles designed for 16+ passengers or transporting hazardous materials.

Amends "gross combination weight rating" definition to use the greater of manufacturer-specified values or the sum of power unit and towed unit weights, and specifies the rating does not apply when a power unit is not towing another vehicle.

Requires third-party commercial driver license testers to obtain and maintain performance bonds ranging from $25,000 to $200,000 based on the number of tests conducted annually, with exemptions for governmental entities including school districts and public universities.

Extends the employment window for military personnel to waive skills testing from 90 days to 12 months and adds new endorsement "MD" for motor driven cycles and new restrictions for commercial learner's permits.

Declares an emergency effective May 18, 2015, citing federal highway funding dependence on adoption of Federal Motor Carrier Safety Regulations.
