Prohibits the Director of the Alcoholic Beverage Control Division from issuing new permits for off-premises beer and wine sales within 1,000 feet of any church or schoolhouse property line.

Prevents transfer of existing permits for off-premises beer and wine sales to locations within 1,000 feet of any church or schoolhouse, with an exception allowing transfers if the business already operates within 1,000 feet of a church or schoolhouse and relocates to within 1,000 feet of the closest church or schoolhouse if determined to serve public convenience and advantage.

Applies the same 1,000-foot proximity restrictions to on-premises beer sales by breweries, microbrewery-restaurants, small breweries, and small farm wineries, with identical exception provisions for existing permitted businesses.

Allows the Alcoholic Beverage Control Division to determine whether relocated businesses within the restricted zone serve public convenience and advantage.
