Amends Arkansas Code § 14-51-301(b)(8) and (9) to add exceptions for compliance with the Uniformed Services Employment and Reemployment Rights Act of 1994 (20 C.F.R. Part 1002, as in effect on January 1, 2015)

Allows temporary promotions or appointments to exceed the standard 60-day limit when necessary to comply with federal uniformed services reemployment rights requirements

Applies the exception to vacancies created by death, termination, resignation, demotion, retirement, or promotion in both cases where current eligibles lists exist and where they do not

Maintains the 60-day promotion timeline for positions determined to be eliminated or not funded by the city's governing body, except as required by federal uniformed services law
