Allows school district boards to adopt policies permitting board members to attend meetings remotely using methods that verify identity and allow two-way audio communication with present members and the public.

Permits boards to count remote-attending members toward a quorum up to 3 times per calendar year.

Prohibits remote-attending members from participating in executive sessions or closed hearings and from voting on issues discussed in executive sessions.

Maintains the existing provision allowing boards to remove members who miss 3 consecutive regular meetings during a school year, except for military service or documented illness.

Requires a quorum of physically present members to enter executive sessions, regardless of remote attendance.
