Creates a new lifetime concealed handgun license option with a one-time nonrefundable fee of $150 that does not require renewal.

Allows holders of standard concealed handgun licenses to upgrade to a lifetime license at any point during the validity of their standard license by paying an additional fee.

Establishes that lifetime license holders who become revoked or suspended are ineligible to ever hold a lifetime license again and may only possess a standard license if the revocation or suspension is reversed or expires.

Requires the application procedure for a lifetime concealed handgun license to use the same information and documentation as required for a standard concealed handgun license.
