AR HB1455

Modifies the Arkansas Appraiser Licensing and Certification Board to require at least 5 state-certified appraisers and 2 state-licensed appraisers among the 7 appraiser members, with automatic disqualification if these qualifications are not maintained.

Requires state chapters of nationally recognized real estate appraisal organizations that are members of the Appraisal Foundation, plus the Arkansas Chapter of the Association of Consulting Foresters of America, Inc., to submit lists of 2 nominee names annually by January 15 to the Governor for board appointments.

Allows the Governor to appoint 2 appraiser board members at large and prohibits denying practicing licensed or certified appraisers the opportunity to submit names for consideration based solely on membership or lack thereof in any particular appraisal organization.

Requires six financial institutions and associations (Bankers Association, League of Savings Institutions, Bank Holding Companies Association, Independent Community Bankers Association, Mortgage Bankers Association, and Credit Union League) to each submit lists of 2 names annually by January 15 for the financial member position.

Declares an emergency effective upon Governor approval because board appointments are overdue and the Board must continue carrying out its duties.
