Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services for a grant to the Hunger Relief Alliance for feeding needy Arkansas residents.

Grant funds may be used for personal services, operating expenses, construction, renovation, and equipment purchases by the Hunger Relief Alliance.

Allows the Hunger Relief Alliance to supplement state funds with grants, donations, and federal funds without restricting appropriations to requirements applicable to other programs.

Requires compliance with state purchasing, accounting, budgeting, and fiscal control laws unless specifically exempted by law.

Effective July 1, 2015, with emergency clause declared due to constitutional prohibition on multi-year appropriations and essential nature of agency operations.
