Appropriates $50,000 to the University of Arkansas for Medical Sciences for grants supporting Area Health Education Centers, covering construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance.

Appropriates $50,000 to the University of Arkansas for Medical Sciences for grants supporting County Cooperative Clinics, covering construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance.

Funds are payable from the General Improvement Fund and may be supplemented by grants, donations, Federal funds, and unobligated cash income available to the institution.

Appropriations are exempt from typical program restrictions and allow the University of Arkansas for Medical Sciences to adopt new rules and regulations to carry out the General Assembly's intent.

Act becomes effective July 1, 2015 and is declared an emergency due to the constitutional prohibition on multi-year appropriations and the essential nature of these programs to agency operations.
