Appropriates $3,000,000 from the General Improvement Fund to the University of Arkansas at Pine Bluff Athletic Department for a football practice facility

Funds may be used for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, personal services, and operating expenses

University may supplement state funds with grants, donations, federal funds, and unobligated cash income, but existing maintenance and operations budgets cannot be redirected for this project

All disbursements must comply with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control laws unless specifically exempted by law

Act becomes effective July 1, 2015, with emergency clause declaring immediate implementation necessary for agency operations
