Appropriates $125,000 to East Arkansas Community College from the General Improvement Fund for operations, maintenance, administration, equipment, security enhancements, technology upgrades, library resources, and classrooms at the Lee County Center.

Permits the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Stipulates that appropriations must comply with stated reasons documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2015, citing the state constitutional prohibition on appropriations exceeding one year and the need for immediate operational funding.
