Chief law enforcement officers must provide certification for firearm transfers or manufacturing within 15 days of receiving a request if the applicant is not prohibited by law from possessing the firearm.

Certification must be denied with written notification stating reasons if the applicant is prohibited by law from receiving or manufacturing a firearm or is subject to a proceeding that could result in such a prohibition.

Applicants denied certification may appeal the denial to circuit court where they reside, and the court must conduct a de novo review.

Circuit court must order the chief law enforcement officer to issue certification if the court finds the applicant is not legally prohibited from receiving or manufacturing the firearm.

Chief law enforcement officers and their employees are immune from civil liability for acts or omissions made in good faith when providing certification under this section.
