Changes weekly benefit amount calculation from highest-earning quarter to average of all four quarters in the base period for initial claims filed after the effective date.

Reduces maximum weekly benefits from 25 times the weekly benefit amount to 20 times the weekly benefit amount.

Applies to initial claims filed on or after the first day of the calendar quarter following the act's effective date.

Establishes legislative findings that adjusting benefit amounts will increase financial stability of the Unemployment Compensation Fund and help Arkansas compete in attracting businesses.
