• Repeals the Arkansas Health Insurance Marketplace Navigator, Guide, and Certified Application Counselors Act (Arkansas Code Title 23, Chapter 64, Subchapter 6) with contingent effective dates.

• Declares that Arkansas will not create or transition to a state-based exchange or state-based marketplace under the Patient Protection and Affordable Care Act.

• Amends the Health Care Independence Program (Arkansas Code §§ 20-77-2404—20-77-2407) to remove references to the Arkansas Health Insurance Marketplace and allow the program to operate through alternative mechanisms.
