Repeals Arkansas Code § 8-6-614, which previously prohibited collection of disposal fees until the Landfill Post-Closure Trust Fund reached $25 million, thereby allowing immediate fee collection.

Creates new § 8-6-616 to distribute collected disposal fees annually to regional solid waste management districts using a combination of two methods: 50% based on planning and development district population ratios, and 50% based on each district's share of state population.

Allocates 10% of distributed funds for administrative costs of approved computer and electronic equipment recycling programs, with remaining funds usable for other recycling projects if certified as unnecessary for e-waste programs.

Eliminates reporting requirements previously mandated by Act 1333 of 2013 for regional solid waste management districts receiving grant funds under the repealed program.

Sets an expiration date of June 30, 2021 for the disposal fee authorized in § 8-6-612.
