Exempts tires processed into articles of beneficial use by waste tire processing facilities from the definition of "waste tire" under Arkansas Code § 8-9-402(10).

Limits solid waste management districts to submit only one application for waste tire grants, which shall suffice for each grant required under § 8-9-405(c)(3).

Modifies grant fund distribution procedures to require quarterly distributions based on submitted quarterly financial reports showing expended and expected waste tire project expenses.

Requires the Arkansas Department of Environmental Quality to disburse awarded grant funds immediately to solid waste management districts without further requirements.
