Appropriates $1,000,000 to the Department of Human Services - Division of Aging and Adult Services from the General Improvement Fund for grants supporting construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Allows the appropriations to be supplemented with federal funds, grants, donations, and unobligated cash income from the receiving institutions and agencies.

Requires strict compliance with Arkansas state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Directs that funds be used in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.

Declares an emergency effective date of July 1, 2015, stating that delays in implementation could harm the operation of essential governmental programs.
