AR HB1500

Appropriates $500,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, library resources, and employment training programs.

Permits the university to accept and use grants, donations, and Federal funds to supplement state appropriations for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing appropriated funds.

Specifies that general Maintenance and Operations funds cannot be used for purposes appropriated under this act.

Declares an emergency clause making the act effective July 1, 2015, citing constitutional limitations on appropriation periods and need for immediate funding to operate the agency.
