Amends Arkansas Code § 14-14-1210 to establish a 3% annual cost-of-living adjustment for elected county officers' minimum and maximum salaries and per diems beginning January 1, 2011, and continuing each January 1 thereafter

Establishes a 3% annual cost-of-living adjustment for justices of the peace maximum per diem compensation beginning January 1, 2016, and continuing each January 1 thereafter

Requires the Association of Arkansas Counties to provide each county and the Division of Legislative Audit with a schedule of adjusted minimum and maximum salaries and per diems for elected county officers and justices of the peace beginning September 1, 2010, and annually thereafter
