Amends Arkansas Code § 5-73-122 to add an exception allowing persons with a concealed carry handgun license under § 5-73-301 et seq. to carry a concealed handgun in buildings operated by a public housing authority.

Defines "public housing authority" as a housing authority established under § 14-169-207, a regional housing authority established under § 14-169-304, or a consolidated housing authority established under § 14-169-401.

Maintains existing prohibitions on carrying firearms in other publicly owned buildings and facilities, with exceptions for authorized shooting matches, target practice, trade shows, exhibits, and educational courses.

Retains criminal penalties of Class D felony for possessing a handgun in a courtroom and Class A misdemeanor for other violations of the firearms restrictions.
