Appropriates $150,000 to the University of Arkansas at Little Rock from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

University may supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance projects, but appropriations for Maintenance and General Operations cannot be used for these purposes.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Funds must be used in compliance with stated reasons evidenced by Agency Requests, Executive Recommendations, and Legislative Recommendations in budget manuals and official legislative minutes.

Act becomes effective July 1, 2015 under emergency clause due to constitutional one-year appropriation limit and essential need for agency operations.
