Appropriates $50,000 from the General Improvement Fund to the Department of Finance and Administration for grants to the Arkansas Hunger Relief Alliance to support hunger relief efforts throughout Arkansas.

Allows the Arkansas Hunger Relief Alliance to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Mandates that funds be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative meeting minutes.

Makes the Act effective July 1, 2015 with emergency clause provisions to ensure immediate operation of hunger relief programs.
