Appropriates $85,000 to the University of Arkansas for Medical Sciences from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracting or incurring obligations in excess of available State Treasury funds, but allows the university to accept grants, donations, and Federal funds to supplement the appropriation.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds.

Specifies that funds disbursed must comply with stated reasons for adoption as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2015, citing the state constitution's prohibition on appropriations exceeding one year and the need for immediate operation of the agency.
