Appropriates $150,000 to the University of Arkansas at Pine Bluff from the General Improvement Fund for construction, renovation, maintenance, equipment purchases, and supplies for the Agriculture Demonstration Outreach Center.

Permits the university to accept and use grants, donations, federal funds, and unobligated cash income to supplement state funds for project financing.

Requires compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of appropriated funds.

Directs that funds be used in compliance with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative minutes.

Declares an emergency effective July 1, 2015, citing constitutional restrictions on multi-year appropriations and the need for immediate agency operation.
