Appropriates $1,500,000 to the University of Arkansas at Pine Bluff from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Permits the university to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Prohibits Maintenance and General Operations funds from being used for the purposes appropriated in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Declares an emergency and makes the act effective July 1, 2015, citing constitutional restrictions on appropriations exceeding one year.
