Appropriates $2,851,200 to the Department of Correction from the Inmate Care and Custody Fund Account for fiscal year ending June 30, 2015, for operating expenses and professional fees related to leasing bed space from out-of-state facilities.

Appropriates $2,851,200 to the Department of Correction from the General Improvement Fund for fiscal year ending June 30, 2016, for the same operating expenses and professional fees associated with leasing out-of-state bed space.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2015, with the exception that Section 1 takes effect immediately upon passage and approval.
