Appropriates $5,588,150 from the General Improvement Fund to the Department of Community Correction for grants supporting personal services and operating expenses at Transitional Reentry Centers.

Appropriates $7,514,529 from the General Improvement Fund for personal services and operating expenses of Probation/Parole Officers, Assistant Area Managers, and Substance Abuse Leaders.

Appropriates $2,800,000 from the Accountability Court Fund for Court Accountability grants supporting Department of Community Correction personal services and operating expenses.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Declares an emergency effective July 1, 2015, stating appropriations are limited to one-year periods and essential for agency operations.
