Appropriates $4,380,000 for reimbursement to Regional County Detention Facilities housing state inmates and $10,000,000 for maintenance, repair, expansion, and construction of Department of Correction facilities.

Declares an emergency effective July 1, 2015, stating that appropriations are essential to agency operations and the State Constitution prohibits appropriations for more than one year.
